Decides what the corpus is shaped like: the facets a subject is filed in, the order inside them, the route through them, and the edges from one subject to the next. A facet is a question a reader arrives with rather than a category a subject belongs to, and order inside one is dependency rather than the alphabet, so a subject comes after everything needed to understand it.

Signs nothing. The failure the office exists to prevent is a corpus that is individually correct and collectively useless, which no claim is wrong in and no amount of prose tending repairs. Prose, numbers, claims and bindings are closed to it in the same way arrangement is closed to everybody else.
